No. You log each expense in seconds or import the CSV you download from your bank. Pastizal detects the columns and learns your categories.

Only on your phone. There's no Pastizal account or server. The app only connects for ads, Google Play purchases and ECB exchange rates; your transactions never leave your phone.

Make a backup from the app and restore it on the new one. The backup is your own file, and you can also export your transactions as CSV.
